Language provides a bank of memories and symbols inherited from one's fellow speakers and created in one's own lifetime.

It is also the medium through which most knowledge is constructed, and hence they are closely tied to the thoughts and identity of the individual.

In elementary education, the foundation of the language of the learners is being laid down.
The teacher tries to provide a narrow understanding of all basic fields of knowledge among the learners i.e.., reading, writing, and arithmetic.
The development of reading, writing, and arithmetic at the elementary level is termed the 3R's.

Key Points

3R'S at elementary education:

Learning to read	Reading is a basic intellectual skill that is associated with modern schooling. It is taught in progressive steps i.e., first the letters, associating names for things and schooling develop before six years of age. Second, alphabet and letter-sound associations are learned. Next, the child learns to pronounce common letter groups. A fifth and sixth grader is generally fluent in reading like an adult.
Learning to write	The writing skills are also developed by practice and an organized plan. Writing exercises should be based on the activities of children, either personal or classroom activities. Children should know writing for different purposes such as to record ideas, to write something imaginative, to ask for information, to have fun, and so on.
Developing maths skills related to arithmetic	Training computation skills with an abacus to the groups of children from first graders to fifth graders have shown tremendous improvement in children’s ability to add, subtract and multiply. Teaching mathematics with concrete objects can bring more productive results than teaching through paper pencils.

So, it is concluded that speaking is not a part of 3R's.
