The logic followed here is : (5 × 1st number) - (4 × 2nd number) = 3rd number

So,

(5 × 12) - (4 × 7) = 32

60 - 28 = 32

32 = 32 (LHS = RHS)

And,

(5 × 17) - (4 × 13) = 33

85 - 52 = 33

33 = 33 (LHS = RHS)

Similarly,

(5 × 14) - (4 × 8) = ?

70 - 32 = ?

38 = ?

Hence, "38" is the correct answer.
