What is Formalization of Micro Food Processing Enterprises Scheme (PM FME)?

The Pradhan Mantri Formalisation of Micro Food Processing Enterprises Scheme (PM FME) is a centrally sponsored initiative. It was launched by the Ministry of Food Processing Industries (MoFPI) in India under the Aatmanirbhar Bharat Abhiyan. It aims to enhance competitiveness and promote the formalization of the unorganized segment within the food processing industry. It has a special focus on micro-enterprises.

Objectives of the PMFME Scheme

The PM Formalization of Micro Food Processing Enterprises Scheme, stands tall on a bedrock of comprehensive objectives:

  • Capacity Building of Micro Food Entrepreneurs: The scheme envisages empowering micro food entrepreneurs through the impartation of technical knowledge, skill training, and hand-holding support services. This holistic approach nurtures entrepreneurship and enhances the capacity of these enterprising individuals.
  • Technology Upgradation: Bridging the gap between aspiration and access, the scheme catalyzes technology upgradation within existing micro food processing enterprises. Enhanced credit accessibility translates to the amplified potential for growth and innovation.

To address the diverse needs of the micro food processing sector, the PMFME scheme encompasses four pivotal components:

  • Support to Individuals and Groups of Micro-Enterprises: Micro food enterprises, whether operating individually or as part of a collective, find support under this component. The scheme provides a structured approach to nurture growth and sustainability.
  • Branding and Marketing Support: Acknowledging the significance of branding and marketing in the contemporary business landscape, the scheme offers support in these domains. Amplified visibility translates to enhanced market reach and consumer engagement.
  • Institutional Strengthening: The third component centers on reinforcing institutions pivotal to the food processing sector's growth. This includes bolstering the capabilities of organizations like FPOs, SHGs, and cooperatives.
  • Project Management Framework: To ensure seamless implementation and oversight, a robust project management framework forms an integral part of the scheme. This strategic approach streamlines operations and fosters accountability.

Salient Features of the PM FME Scheme
  • The PM FME Scheme aims to enhance the competitiveness of micro food processing enterprises. It aims to promote the formalization of the sector.
  • It adopts the One District One Product (ODOP) approach to leverage the benefits of scale in terms of procurement, common services, and marketing.
  • The scheme focuses on waste-to-wealth products, minor forest products, and aspirational districts.
  • It provides a credit-linked capital subsidy of 35% of the eligible project cost, up to a maximum of Rs. 10 lakh per unit, for individual/group category micro-enterprises.
  • Self-help groups (SHGs) engaged in food processing can receive seed capital of up to Rs. 40,000/- per member for working capital and purchase of small tools, subject to a maximum of Rs. 4 lakh per SHG.
  • Common infrastructure support is available through credit-linked capital subsidy of 35%, with a maximum of Rs. 3 crores. This is for setting up common infrastructure by FPOs, SHGs, cooperatives, and government agencies.
  • The scheme includes capacity-building measures such as Entrepreneurship Development Skilling (EDP) training.

The significance of the PMFME scheme becomes evident upon delving into the challenges faced by the unorganized food processing sector:

  • Diverse Landscape of Micro Food Enterprises: With nearly 25 lakh units, the unorganized food processing sector constitutes a significant portion of the overall industry.
  • Employment Dynamo: This sector is not only a powerhouse of innovation but also a major contributor to employment, accounting for a staggering 74 percent of employment within the food processing domain.
  • Rural Foothold: Approximately 66 percent of these units call rural areas home, driving rural livelihoods and curtailing migration to urban centers.

Benefits to Food Processing Units under PM-FME

The PMFME scheme extends a nurturing hand to various entities, outlining benefits for different stakeholders:

  • Existing Unorganized Food Processing Units: These units are eligible for a maximum grant of up to Rs. 10 lakhs, empowering them with financial support to foster growth and innovation.
  • SHGs/FPOs/Cooperatives: These entities enjoy a credit-linked grant of 35 percent of the project cost for capital expenditure, a step toward fostering a robust ecosystem of collaboration and collective growth.
  • Individuals Engaged in Food Processing: Individuals immersed in the art of food processing receive a seed capital of Rs. 40,000, igniting the flames of entrepreneurship and supporting working capital requirements.
  • Common Infrastructure: Recognizing the power of shared infrastructure, the scheme extends a credit-linked grant of 35 percent of the project cost, enhancing access to essential resources.
  • Marketing and Branding: Emphasizing the importance of market presence, the scheme covers up to 50 percent of expenditure related to marketing and branding, amplifying visibility and consumer engagement.

Capacity Building and Research Component of PMFME

  • National Level: Spearheading the capacity-building drive are the National Institute for Food Technology Entrepreneurship and Management (NIFTEM) and the Indian Institute of Food Processing Technology (IIFPT). These institutions are poised to disseminate technical knowledge, skill training, and support.
  • State Level: The mantle is passed to state technology institutions, which align with NIFTEM and IIFPT to cascade training and capacity-building initiatives.

The PM Formalization of Micro-Food Processing Enterprises Scheme draws strength from a consortium of partner institutions:

  • TRIFED: The Tribal Cooperative Marketing Development Federation of India Ltd. (TRIFED) plays a pivotal role in realizing the scheme's goals.
  • National Scheduled Caste Development Finance Corporation: Partnering with the scheme, this institution adds a layer of inclusivity and empowerment.
  • National Cooperative Development Corporation (NCDC): The NCDC brings its expertise to the table, enhancing the effectiveness of the scheme.
  • Small Farmers Agri-Business Consortium: In the spirit of collaborative growth, this consortium collaborates to drive transformation within the micro-food processing sector.
  • National Rural Livelihood Mission: Enabling rural livelihoods and sustainable development, the National Rural Livelihood Mission complements the scheme's vision.
