The abbreviation EWS Stands for Economically Weaker Section. The Constitution of India provides a 10% reservation to members of the Economically Weaker Section for education and job opportunities. This reservation applies to all candidates who do not already belong to any category that already gets a certain reservation (Ex: SC/ST/OBC etcetera) and belong to the Economically Weaker Sections.

What is EWS Reservation?
  • The 10% EWS quota was implemented by modifying Articles 15 and 16 of the 103rd Constitution (Amendment) Act, 2019.
  • It added Articles 15 (6) and 16 to the Constitution (6).
  • It is for Economically Weaker Sections’ economic reservation in jobs and admissions to educational institutes (EWS).
  • It was passed to help the underprivileged who were left out of the 50 percent quota scheme for Scheduled Castes (SCs), Scheduled Tribes (STs), and Socially and Educationally Backward Classes (SEBC).
  • It permits the Centre and the states to grant reservation to those who fall into the lowest socioeconomic bracket.
  • The income criterion for identifying EWS was introduced by a notification dated January 17, 2019, which also stipulated that the beneficiary’s family must not own or possess five acres of agricultural land, a residential flat of 1,000 square feet or above, or a residential plot of 100/200 square yards or above in notified/non-notified municipalities.

EWS Certificate Eligibility

There are certain eligibility conditions for candidates to fulfill to be able to claim reservations under the category of EWS Quota. Here are all the prescribed conditions that make a person eligible to claim the EWS reservation Quota:

  • The candidate must be a person of the ‘General’ category and/or should not be claiming for reservation under SC, ST or OBC category quota. 
  • The annual gross family income of the candidate must be below Rs. 8 Lakhs in the financial year of application for the examination. This includes income from all sources like agriculture, business salary etcetera. 
  • The total agricultural land owned by the applicant’s family should be less than 5 acres.
  • The family of the applicant should own a residential flat area of 1000 square feet or less.
  • The candidate’s family’s residential plot (in notified municipalities) should not be of an area of more than 100 square yards.
  • The candidate’s family’s residential plot (other than in notified municipalities) should not be of an area of more than 200 square yards.

How to apply for EWS Certificate?

The proof required for any individual to claim an EWS Quota reservation is called ‘Income and Assets Certificate’. The EWS certificate can be obtained from the local ‘Tehsil’, your local government authority. You will need other documents such as Aadhaar Card, Pan Card, Bank Statements etc along with the Income and Assets Certificate. 

The online applications for procurement of an EWS Certificate depend from state to state. Some states have portals for online applications and you may find them by simple Google Search.

EWS Certificate Documents

Here is the list of documents required for EWS Certificate:

  • Passport-sized photograph
  • Aadhaar card or ID Proof (Pan card, Voter ID, etc.)
  • Land/property documents
  • Affidavit/Self Declaration
  • Residential proof/Domicile Certificate
  • Income and Assets Certificate

Who can issue Income and Asset Certificates?

The designated government officer processes your application and verifies your documents to issue an EWS Certificate in your name. An EWS Certificate will only be accepted if it was issued by any of the following authorities. 

  • District Magistrate/Additional District Magistrate/Collector/Deputy Commissioner/Additional Deputy Commissioner/1st Class Stipendiary Magistrate/ Sub-Divisional Magistrate/Taluka Magistrate/Executive Magistrate/Extra Assistant Commissioner
  • Chief Presidency Magistrate/Additional Chief Presidency Magistrate/ Presidency Magistrate
  • Revenue Officer not below the rank of Tehsildar and
  • Sub-Divisional Officer of the area where the candidate and his family normally resides.

EWS Certificate Validity

The EWS Certificate validity is defined by the authority issuing the certificate in your name. Each certificate is only valid for a certain period and cannot be used after that. Most commonly these certificates are issued for usage up to one year and expire after the set date. Hence, the candidates must cross-check the validity before using the EWS Certificate for any purpose.

Difference between EWS and OBC Reservation

The reservation under the OBC is for the Other Backward Classes section’s non-creamy layer section of the population. They are given a 27 percent reservation. The EWS is for those in the ‘General’ section of the population (those who do not fall under the OBC, SC, or ST categories) who have a family income of less than Rs. 8 lakhs. A ten percent seat reservation is granted for them.

In the same way as OBC, SC, and ST candidates will have a separate (lower) cut-off, EWS applicants will have a separate (lower) cut-off. There are no additional exceptions to the number of attempts or the maximum age limit for applying.

Another distinction between EWS and OBC reservations is that the income of the spouse is not considered while establishing the family income for reservations in the case of OBC candidates. In the event of an EWS reservation, however, it is included.
